Lincoln N. Walther, AICP, Planning Division Director
Mr. Walther has more than 35 years of experience in the areas of community planning, hazard mitigation, and emergency management. He served on the Florida State Hazard Mitigation Plan Advisory Team and on advisory committees that developed two of the Florida Department of Community Affairs (FDCA) best practices guidebooks for mitigating hazards. He has prepared local comprehensive plans and updates in accordance with Florida Statutes. Furthermore, he has been involved in the development and implementation of local, countywide hazard mitigation strategy plans, as well as wildfire mitigation plans. In addition to assisting local and state governments, Mr. Walther also has assisted non-profit organizations (e.g., Council on Aging, historical societies, community redevelopment agencies, citizen groups) seek funding to make their facilities and/or communities more disaster-resilient.

Mr. Walther served as a state officer on the Florida Chapter of the American Planning Association for 6 years, 1998-2004. During his tenure, he advocated for planners to recognize and embrace the need to incorporate hazard mitigation, not only into their local comprehensive plans, but into all aspects of planning. Prior to his consulting experience, Mr. Walther served as the Long-Range Planning Director for the Treasure Coast Regional Planning Council for nearly 8 years.

Allison Boyd, AICP, Community Planner
Ms. Boyd has worked for non-profit associations and the private sector to assist local and state governments in land use planning, geographic information systems (GIS) analysis, and hazard mitigation. She received her Master’s degree from Florida State University in Urban and Regional Planning, specializing in growth management, while her undergraduate work at Rollins College was in environmental studies.

Prior to her employment at CSA, Allison worked on the update of the City of Midway’s comprehensive plan and on conservation lands acquisition, land management agreements, and trail relocation mapping while employed by the Florida Trail Association. Prior to receiving her Master’s degree, Allison worked for a number of non-profit organizations in social justice and environmental advocacy as well as graphic and web design.

Julie A. Dennis, Community Planner
Ms. Dennis has worked in local, state, and federal government on growth management, hazard mitigation, and emergency management planning. She received her Master’s degree from Florida State University in Urban and Regional Planning, specializing in growth management.

Prior to her employment at CSA, Julie worked for the Federal Emergency Management Agency (FEMA) as a hazard mitigation planner. While employed with FEMA, she participated in the response to Florida’s 2004 hurricane season as well as worked with many local and state emergency management officials throughout the southeastern U.S., including Alabama, Florida, Mississippi, North Carolina, and Tennessee.

She also was previously employed with the FDCA, Division of Community Planning and worked on the development of the hazard mitigation guidebook titled “Protecting Florida’s Communities: Land Use Strategies and Best Development Practices for Minimizing Vulnerability to Flooding and Coastal Storms.” Prior to her employment with FDCA, she worked with the Bay County, Florida Planning and Zoning Department.
