
In 2010, CSA International, Inc. (CSA) completed the State of Florida’s Post‑Disaster Redevelopment Planning: A Guide for Florida Communities. The guidebook was part of a 3-year State initiative to develop standards for post-disaster redevelopment planning and to test those standards on representative Florida communities. CSA was the prime contractor for this initiative, and, during the drafting of the guidebook, staff conducted comprehensive research on long-term recovery issues that are pertinent to a variety of Florida communities. We looked closely at the topics of Land Use, Housing Recovery, Economic Redevelopment, Infrastructure and Public Facilities, Environmental Restoration, Public Outreach, and Financial Administration and studied the effects that a major disaster will likely have on a variety of communities based on a number of factors, including their population, location, economy, and demographics.
During the State initiative, CSA provided oversight and technical assistance for three pilot counties (Manatee, Nassau, and Polk) during the development of their PDRPs and worked directly with Hillsborough County, Sarasota County, and Panama City in developing their Plans.
