The Hillsborough County Post‑Disaster Redevelopment Plan (PDRP) was one of the pilot PDRPs prepared as a result of the State of Florida Post-Disaster Redevelopment Planning Initiative.  It is a comprehensive strategy for long-term holistic community recovery following a major disaster.  The Plan addresses a wide variety of redevelopment topics and, notably, is the first Florida PDRP to have a chapter dedicated to health and social services.  The PDRP is also the first to define the concept of Priority Redevelopment Areas (PRAs) and develop a specific strategy to identify PRAs before a disaster event occurs.  The Hillsborough County Plan was developed through a participatory planning process during which input was sought from a wide spectrum of the community, including elected officials, County and municipal employees, regional organizations, members of the business community, local nonprofit organizations, and residents.  During the planning process, general public outreach was conducted through a variety of methods, including a webpage, press releases, an informational video, advertised stakeholder meetings, and six public workshops.

After adoption of the Plan, CSA was contracted by Hillsborough County Planning and Growth Management to begin implementing some of the action strategies comprising its newly adopted PDRP, which included working with County and municipal agencies and other local stakeholders in order to identify locations throughout the County that would serve as PRAs.  CSA chose two of these PRAs for further analysis in order to determine their capability to serve as priority areas after a disaster and to develop detailed boundaries.  CSA also conducted an analysis of County-wide build-back standards with the purpose of clarifying exactly which policies and codes will be enforced during rebuilding such that a sense of certainty of the standards before a disaster will lead to a smoother rebuilding process after a disaster.  Valente Advisors assisted in authoring the economic redevelopment chapter of the Hillsborough County PDRP and, during the Implementation Project, further developed and refined a long-term economic redevelopment strategy for the County and its municipalities.
