Highlands County and its municipalities received grant funding from the Federal Emergency Management Agency (FEMA) to develop a Community Wildfire Protection Plan (CWPP). CSA International, Inc. (CSA) was retained as the lead consultant for their services in facilitating and developing the CWPP. As part of this process, CSA formed a Wildfire Mitigation Committee to oversee the development and implementation of the CWPP. The committee consists of representation from the County and City Government staff, Florida Division of Forestry personnel, local land managers, and citizen representatives. Multiple stakeholder meetings have been conducted to discuss research findings and receive input during CWPP development. A detailed risk assessment was conducted to guide mitigation projects. Education and outreach activities, including a public project website and on-site risk assessments, have also been a major component of this project. A public workshop will be held to discuss proposed mitigation actions with the community. The County has linked the final CWPP to its updated Local Mitigation Strategy to continue supporting future mitigation projects. In addition, the County has integrated wildfire policies into its local comprehensive plan and developed and adopted special wildfire mitigation provisions that have been incorporated into their land development regulations.
