CSA International, Inc. (CSA) developed a Sea Level Rise Response Strategy for Worcester County, Maryland to identify and assess response options for the expected impacts of accelerated sea level rise caused by climate change. The study included an analysis of the impacts that modeled future sea level rise inundation would have on development patterns and environmental and cultural resources in Worcester County and its municipalities. The direct sea level rise impacts studied included inundation of wetlands and lowlands; accelerated coastal erosion; increased flooding and storm surge; raised water tables; and increased salinity of bays, rivers, and aquifers. Response options were developed for existing development, future development, infrastructure and public facilities, and natural systems. Advantages and disadvantages of the various response methods for each option were identified, and implementation issues such as property rights were discussed.
